Pre-Disaster Mitigation Program Funding Available
Federal funding is available through the Pre-Disaster Mitigation Program (PDM), a program authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended, to aid eligible applicants with implementation of mitigation measures designed to reduce the negative impacts of natural hazards on the local community. The funding is distributed on a nationally competitive basis and is subject to a 75/25 federal/non-federal cost share. Non-federal share is provided by applicant.
Eligible applicants for the PDM program are state agencies, public colleges and universities, and local governments. Local governments include county and municipal governments, school districts, and special purpose districts. Eligible activities under the PDM for FY 2008 include mitigation projects and planning. All mitigation projects must pass a benefit-cost analysis to be eligibl e for funding.

Benefit Cost Analysis (BCA):
BCA is the method by which the future benefits of a mitigation project are determined and compared to its cost. The end result is a Benefit-Cost Ratio (BCR), which is derived from a project's total net benefits divided by its total cost. The BCR is a numerical expression of the cost-effectiveness of a project. Composite BCRs of 1.0 or greater have more benefits than costs, and are therefore cost-effective. To assist Applicants and Sub-applicants, FEMA has prepared the FEMA Mitigation BCA Toolkit CD.
