The South Carolina Emergency Management Division, a division of the Military Department, is the coordinating agency responsible for the statewide emergency management program. SCEMD’s mission is to develop, coordinate, and lead the state emergency management program, enabling effective preparation for, response to and recovery from emergencies and disasters in order to save lives, reduce human suffering and minimize property loss. South Carolina is threatened by many natural and technological hazards. The threat posed by these hazards is both immediate (e.g., hazardous chemical spill, hurricane, tornado) and long-term (e.g., drought, chronic chemical release). These hazards have the potential to disrupt day-to-day activities, cause extensive property damage, and create mass casualties. Historically, the greatest risk is from natural hazards (e.g., hurricanes, tornadoes, severe storms, floods, earthquakes). Disasters and emergency situations can happen anytime and anywhere. When disaster strikes, you may not have much time to respond, so it is important that you and your family are prepared. A hurricane, winter storm, earthquake, flood, tornado or any other disaster could cut off utility services for days and lead to evacuations or confine your family to your home. Take time now to understand the types of emergencies that may occur in your community, develop an emergency plan and assemble an emergency supplies kit - helping to keep you, and your family safe.

Mr. George McKinney was named director of the S. C. Emergency Management Division July 18, 2011. Under his direction, the division provides oversight and coordination for emergencies and disaster, terrorism consequence management planning, response and recovery operations for the state of South Carolina. Mr. McKinney is also responsible for the coordination efforts with emergency management personnel at the local and national levels.
Prior to being named Director, Mr. McKinney served as one of the Emergency Management Division’s Regional Area Coordinators, and was later promoted to the Fixed Nuclear Facility Section Manager.
In 1985 Mr. McKinney graduated from Erskine College with a Bachelor of Arts in History before joining the US Army. As a member of the US Army and the South Carolina National Guard, Mr. McKinney has served at various levels and in several positions in his 26 plus year career. Prior to being named Division Director, Mr. McKinney also held several positions in the public/private sectors to include serving as a SC Law Enforcement Division Homeland Security Regional Planner/Coordinator, with the last being the Manager of the Greenwood County Public Safety Division. In this position, he maintained oversight of four county agencies and was responsible for their overall administration, operations, logistics, and training. In addition, Mr. McKinney is a co-owner of McKinney Farms based in Hodges, SC.
Mr. McKinney and his wife, Sarah, have two children – a daughter Anne and son Sean.
