RONALD C. OSBORNE

Mr. Osborne is director of the S. C. Emergency Management Division where he manages a staff of 40+ and provides direction for emergency/disaster planning, response, and recovery for the state of South Carolina. Mr. Osborne is also responsible for the coordination efforts with emergency management personnel at the local, state and national levels.
Before being named director, Mr. Osborne served the Division from June 1992to June 1993, as a Nuclear Plans, Operations and Training Specialist. In June 1993, he was promoted to Chief of Operations, and in August 1996, he was named Chief of the Response and Recovery Section, where he was responsible for the states response and recovery activities during and in the aftermath of disasters. In this capacity, he was also responsible for the State Warning Point, overall communications, and the management of the Divisions federal grant program. Mr. Osborne served in the State Emergency Operations Center and was responsible for the response and recovery activities during Hurricane Fran in September 1996, Hurricane Bonnie in August 1998, and Hurricane Floyd in September 1999. Prior to joining the Division, Mr. Osborne was employed by the Budget and Control Board, Office of Insurance.
A native of South Carolina, Mr. Osborne served in the United States Air Force from 1969 to 1990 and is a graduate of the Air War College. He retired with the rank of Lieutenant Colonel in July 1990. Mr. Osborne holds a Bachelor of Science from the College of Charleston and a Masters from East Texas State University. He is also a graduate of the Budget and Control Boards Executive Institute.
