Benefit Cost Analysis (BCA):
BCA is the method by which the future benefits of a mitigation project are determined and compared to the total cost of the project. The result is a Benefit-Cost Ratio (BCR), which is derived from a project's total net benefits divided by its total cost. The BCR is a numerical expression of the cost-effectiveness of a project. Composite BCRs of 1.0 or greater have more benefits than costs, and are therefore cost-effective. To assist Applicants and Sub-applicants, FEMA has developed the BCA Helpline where you can download FEMA's BCA Software and find resources for BCA assistance.
