The Director's Office
Has responsibility for maintaining oversight of the state's preparedness, response, recovery and mitigation activities to include the daily management of the division. The Director's Office is also responsible for the state's coordination efforts with emergency management personnel at the local and national levels.

Public Information - (contact us)
Has responsibility for all internal and external communications. Promotes public education for citizen preparedness and emergency management issues.

Administrative Services
Has responsibility for overall fiscal operations, grants and general administration.

Legislative and Policy Coordination
Presents the Division's position to the legislature at committee and sub-committee meetings and tracks legislation that affects the division at the federal and state levels. Insures regulations affecting the emergency management community are up to date and meet the needs of the state. 

Chief of Staff
Assists the director in coordinating all division activities and directly oversees the preparedness, response, recovery, mitigation, field operations and operations support sections. 

Preparedness
Has responsibility for the development, coordination, and maintenance of the South Carolina Emergency Operations Plan, Hurricane Plan, Earthquake Plan, Terrorism Plan and other selected plans. This section also is responsible for the training of emergency planners and response personnel at the state and county levels as well as the development and execution of state emergency management exercises.

Response
Has responsibility for the maintenance and operation of the State Emergency Operations Center (SEOC) and the Alternate EOC. It develops and updates the standard operating procedures used to coordinate the state’s response to emergencies and manages the Fixed Nuclear Facility Program.

Field Operations
Has responsibility for providing locals with state assistance in preparedness and response. Each of the six emergency management regions is allocated a Regional Emergency Manager and an Emergency Management Coordinator who are responsible for seven or eight counties. The  Regional Emergency Management (REM) staff generally resides within their region.

Operations Support
Has primary responsibility for facility management which includes building systems maintenance and the state emergency operations center, communications, information technology and logistics. This section oversees development and implementation of technical communications systems and the day-to-day operations of the disaster supplies warehouse and logistical staging area. They also have the responsibility to maintain and update the division's information technology infrastructure and all software systems.

Recovery
Has responsibility for the Public Assistance (infrastructure) and Individual Assistance (human services) programs, activities and planning to assist citizens during the recovery phase.  These programs provide for the repair of damaged infrastructures and the human services programs administered to the public in the aftermath of a disaster where there is a Presidential disaster declaration.

Mitigation
Has responsibility for mitigation programs that focus on the prevention of damage to personal dwellings and state and local infrastructure. This section coordinates technical assistance, including state and local risk assessment, and planning as well as administering the Federal Emergency Management Agency’s (FEMA) Pre-Disaster Mitigation Program (PDM) and the Hazard Mitigation Grant Program (HMGP).
