SC Public Agency Recovery Assistance
South Carolina Public Agency Recovery Assistance (PARA) is a state-funded program administered by the South Carolina Emergency Management Division (SCEMD) to reimburse local governments for certain disaster costs from significant hazard events when federal disaster assistance is unavailable.  
Through the SC PARA Program, eligible applicants may receive supplemental state disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of roads, bridges, buildings, equipment, and utilities.
Program Availability
PARA may be available after a significant hazard event when federal Public Assistance (PA) is not available. For a state PARA declaration, the following conditions must be met:
  1. Statewide federal PA threshold is not met.
  2. County emergency management has documented eligible damage and cost estimates from the event within the county exceeding the county’s federal threshold for PA.
  3. County’s damage assessment provides evidence of substantial damage to public infrastructure as a result of the hazard event.
  4. Disaster damages within a county must exceed the FEMA PA county threshold.
  5. State PARA funds are available.
Eligible Applicants
  • Local governmental units, including counties, cities, towns, and special purpose districts.
  • The applicant is within a county that has met its federal PA threshold.
